The young girl, who was a passenger in Ruiz’s vehicle, was seated in the front without a proper child safety seat at the time of the collision. Emergency responders rushed her to a nearby hospital, but despite efforts to save her, she was later pronounced dead.
Police confirmed that no injuries were reported in the other vehicle involved in the crash.
Court documents reveal that Ruiz has been charged with manslaughter and has been denied bond as the case proceeds. The devastating loss has also drawn attention to his past legal history involving child safety.
Records show that in December 2024, Ruiz was involved in a separate incident investigated by Harris County Constable Precinct 4. Deputies had responded to a welfare check at Sam Houston Race Park after reports of a young child left alone in a non-running vehicle. Investigators determined that a four-year-old had been left unattended for over four hours while Ruiz was inside the facility.
Following that incident, Ruiz was charged with abandoning a child with intent to return and was later sentenced to four years of probation. Authorities had also involved Child Protective Services at the time, and the child was released to a guardian.
