After graduating from the University of Oregon with a degree in social work, Kramer dedicated 35 years to the Multnomah County Department of Human Services, focusing on child welfare and foster care. Colleagues describe him as a deeply committed advocate who often went beyond expectations to ensure the safety and stability of vulnerable children.
“David didn’t do this work for recognition—he did it because he believed every child deserved to feel safe and valued,” said one former colleague. “He carried that belief into everything he did.”
Following his retirement in 2014, Kramer continued serving the community as a court-appointed special advocate, Meals on Wheels volunteer, and ESL tutor, remaining active in public service well into his later years.
Kramer is remembered not only for his professional contributions but also for his devotion to family. He is survived by his wife of 42 years, Rebecca, their two children, Benjamin and Rachel, and four grandchildren. Loved ones describe him as a steady, compassionate presence who prioritized family above all else.
“He never missed a moment that mattered,” his daughter Rachel said. “Even in difficult times, he made sure we felt supported and loved.”
Diagnosed with Parkinson’s disease in 2018, Kramer continued to live with determination and grace, maintaining his volunteer work for as long as his health allowed. Family members say he faced his illness with quiet strength and unwavering positivity.
Community members across Portland have begun honoring his legacy, with tributes coming from former foster children, colleagues, and civic organizations. A memorial fund has been established in his name to support families through the Oregon Food Bank.
