The Arlington community is mourning the loss of The Honorable Judge William T. Newman Jr., a retired Chief Judge of Virginia’s 17th Judicial Circuit and a groundbreaking leader whose career reshaped the region’s legal and civic institutions. Judge Newman passed away after decades of distinguished public service, leaving behind a legacy defined by fairness, leadership, and historic achievement.
A lifelong Arlington resident, Judge Newman broke racial barriers when he was elected to the Arlington County Board in 1987, becoming the first African American to serve in that role. His leadership continued to make history in 1991, when he became the first Black Board Chair of the County Board in the 20th century, guiding the community during a pivotal period of growth and change.
In 1993, Judge Newman was appointed to the Circuit Court, where his reputation for integrity and sound judgment quickly earned widespread respect. He was named Chief Judge in 2003 and served on the bench until his retirement in 2023, overseeing cases in Arlington County and the City of Falls Church. Throughout his judicial career, he was repeatedly recognized by Washingtonian magazine as one of the Washington, D.C. area’s top trial judges.
Judge Newman’s influence extended far beyond the courtroom. He founded the Northern Virginia Black Attorneys Association, helping to expand opportunities and representation within the legal profession. He also played a key role in establishing the Arlington Community Foundation, strengthening the region’s capacity for civic engagement and philanthropy.
Outside of law, Judge Newman pursued a passion for the arts as a member of SAG-AFTRA and later continued his commitment to justice and conflict resolution as a mediator with The McCammon Group following his retirement.
Judge William T. Newman Jr. is remembered as a trailblazer, mentor, and public servant whose life’s work opened doors for others and elevated the communities he served. His legacy of leadership and service will continue to inspire generations to come.
